Play Frisco was created out of a simple but powerful realization: while the City of Frisco invests heavily in parks, programs, and facilities, play wasn’t always showing up as a daily habit for residents or even staff. The question shifted from “What do we offer?” to “Are people actually playing?”

Building on the city’s broader vision for health, community connection, and quality of life, Play Frisco emerged as a unifying call to action; one that reframes play as essential, not optional. It was designed to be bigger than a program or campaign. Instead, it’s a mindset that encourages residents, employees, and leaders to intentionally create moments of play in everyday life.

By aligning messaging, programming, and partnerships across departments, Play Frisco helps make play visible, accessible, and culturally expected. It invites everyone from staff to residents to visitors to community leaders to model and normalize play as part of what makes Frisco thrive.

At its core, Play Frisco answers one simple question: Have you played today?

Learning Outcomes: 

  1. Define the role of play as a critical driver of individual well-being, workplace culture, and community connection.
  2. Examine practical strategies for intentionally integrating play into workplace environments and community programming.
  3. Apply actionable techniques to inspire and normalize play in everyday personal, professional, and organizational interactions.
  4. Evaluate how cross-department collaboration, messaging, and leadership can support a culture of play within communities and organizations.

Shannon Coates Bio: Dr. Shannon Coates is the Director of Play Frisco for the City of Frisco, Texas, where she leads a bold, community-wide movement to make play an essential part of everyday life. With a passion for building strong teams and vibrant communities, Shannon focuses on reimagining how parks and recreation can influence well-being, connection, and culture.

Known for her engaging and relatable leadership style, she brings a unique blend of strategy and storytelling to her work, helping organizations shift from simply providing programs to inspiring meaningful experiences. Shannon is a champion for the idea that play isn’t just something we do; it’s how we connect, lead, and thrive.

Shannon earned her Ph.D. in Educational Leadership with a focus on Research and Evaluation Methods from the University of Florida, along with an MBA from the University of Central Florida and a bachelor’s degree in Elementary Education from Transylvania University. Her research explores the power of play in the workplace and the impact of equine-facilitated psychotherapy. When she’s not working, you’ll likely find her reading, writing, teaching, or spending time with her animals…her favorite ways to play.
